This paper develops the Justice Impact Assessment (JIA), a structured framework for applying John Rawls’ justice as fairness in contemporary legal and policy contexts, addressing the gap between Rawlsian theory and its real-world application in pluralistic, non-ideal conditions. The JIA integrates a dignity-centered interpretation of Rawls’ principles, the canonical Rawlsian architecture of basic structure, veil of ignorance, and lexical priority, planning theory tools such as public reason, overlapping consensus, and wide reflective equilibrium, and doctrinal legal reasoning for resolving conflicts between principles. Organized into four sequential stages—dignity threshold, liberties assessment, opportunity assessment, and difference principle evaluation—followed by a public justification requirement, the JIA offers a transparent, replicable method for evaluating laws and policies. Case applications in affordable housing, data governance, and climate adaptation illustrate its capacity to reconcile complex value conflicts, preserve the lexical priority of principles, and produce outcomes that are both normatively grounded and publicly defensible, thereby advancing the practical reach of justice as fairness in addressing 21st-century legal and ethical challenges.
