Entrepreneurship is considered one of the main pillars of economic growth, job creation, and innovation in modern societies. However, achieving success in the entrepreneurial path requires utilizing competent human resources and effectively managing the risks that constantly threaten startups. This article is written with the aim of examining the role of human resources and risk management in improving the performance and sustainability of entrepreneurial businesses. The main research question is how human resources and risk management can synergistically contribute to the success of entrepreneurs. The research method is descriptive-analytical, and using library resources and domestic and international scientific articles, various dimensions of the subject have been analyzed. The research findings indicate that human resources, as the most important organizational asset, play a key role in creating value, creativity, and innovation in the entrepreneurial process. Also, risk management, by identifying and assessing threats and opportunities, reduces vulnerability and increases the resilience of new businesses. Based on the research results, a positive and direct relationship is observed between the quality of human resource management and the effectiveness of risk management with the success rate of entrepreneurial businesses. In fact, organizations that have trained, motivated, and participative human resources, while simultaneously adopting a systematic and preventive approach to risk, demonstrate better performance. In conclusion, the article suggests that policymakers and entrepreneurs should simultaneously focus on strengthening human resource capabilities and developing risk management systems in their organizations to increase the chances of success and long-term survival of the business.
