Abstract

This study explores the nature, benefits, limitations, and strategic significance of telephone diplomacy in managing international crises. In the context of contemporary global politics, where conflicts, tensions, and crises are intensifying, the demand for swift, direct, and unmediated communication has become increasingly urgent. Telephone diplomacy has emerged as a critical diplomatic mechanism that enables heads of state to make timely decisions during crises, circumventing conventional bureaucratic channels. Historical precedents—including the 1962 Cuban Missile Crisis, the 1967 Arab–Israeli Six-Day War, and the 2025 Ukraine conflict—illustrate the effectiveness of direct telephone communication in preventing wars, initiating dialogue, and de-escalating violence. Despite inherent constraints such as the absence of non-verbal cues and the challenges of temporal coordination, the essential attributes of telephone diplomacy—confidence-building, expedited decision-making, and the creation of immediate communicative space—compensate for these shortcomings. The study concludes that telephone diplomacy represents an innovative and indispensable method of crisis management, warranting greater institutionalization and systematic integration within the framework of contemporary international relations.
