Abstract

The present study analyzes concept development as a strategically significant layer in the delivery of urban regeneration projects and the formation of public spaces under the global pressures of 2024–2025. The evolution of project practice is examined, moving from conventional functional modeling toward an interdisciplinary logic in which architectural solutions are coupled with sociocultural premises and economic parameters. The core task is formulated as substantiating the conceptual stage as a condition of project viability and as an instrument for building effective communication among stakeholder groups. The methodological framework combines a systematized review of specialized literature, a comparative analysis of international practices and cases, and an assessment of social return on investment (SROI) . The results indicate that integrating qualitative metrics and strategic vision at early stages of the project cycle contributes to risk reduction and to the growth of an asset’s market value. An authorial model of communicative interaction is proposed, applicable to B2B and B2G settings. The conclusion is that the concept functions as a methodological and managerial foundation for creating sustainable urban legacy that exceeds the boundaries of short-term investment attitudes. The materials presented have practical relevance for executives of development companies, specialists in urban planning, and representatives of municipal administrations.
