Abstract

The philosophy of Antyodaya or development of the last person proposed by Pandit Deendayal Upadhyaya offers a revolutionary and moralist approach towards inclusive development in India. Based on the doctrine of Integral Humanism, the vision of Upadhyaya challenges the capitalist and socialist dualism of materialism and collectivism and suggests a comprehensive approach that would unite the dignity of the individuals and the collective good. His practice anticipates the spiritual, cultural and moral aspects of development, and believes in governing that is not merely efficient, but responsive and culturally attuned, as well. Antyodaya places emphasis on the elevation of the lowest level with a supposition of that factual development is gauged by the welfare of the tiniest divisions of society. This has been applied to a number of current policy agendas such as targeted welfare programmes and devolved governance systems that aim at empowering communities on the ground. The blueprint presented by Upadhyaya fits well as an alternative to the technocratic and top-down development paradigms because it combines ethical values as well as socio-economic planning. This paper discusses Antyodaya as a socio-political blueprint and evaluates its philosophical basis and policy implications and applicability in the changing discourse of development in India. It also critically examines the issues that relate to the process of operationalising this vision such as institutional inertia and political appropriation. Finally, Antyodaya is an effective prism in terms of which inclusive development, participatory democracy, and culturally grounded popular policy can be rethought in 21st -century India.
