Cinema, as one of the most significant cultural industries, plays an effective role in representing social realities, strengthening national identity, and fostering economic development. Despite its historical background and rich cultural capacities, Afghanistan's film industry has faced numerous structural, economic, technical, cultural, and security challenges over recent decades that have hindered its sustainable growth. This research aims to identify and analyze these challenges in the two domains of film production and distribution, and to offer practical solutions for the sustainable development of the cinema industry. The research adopts a mixed-method approach (quantitative and qualitative), with data collected through questionnaires (with 172 respondents) and semi-structured interviews with six key experts. The findings indicate that the most significant production challenges include financial resource shortages (75.8%), limited access to modern equipment (74.6%), lack of professional studios (77.5%), and weaknesses in the educational system (72.8%). In the distribution domain, the lack of standard cinema halls (78.1%), absence of a domestic distribution network (80%), unequal competition with foreign productions (78.1%), and weaknesses in marketing have severely restricted the access of domestic films to audiences. Data analysis reveals that these challenges are interconnected and result from a systemic failure across four levels: economic, institutional, infrastructural, and cultural-political. The article, by offering suggestions such as establishing a national cinema support fund, reforming the educational system, developing technical infrastructure, and formulating a national distribution strategy, emphasizes the necessity of adopting a comprehensive and coordinated approach for the sustainable development of Afghanistan's cinema.
